The ACA mandated coverage for addiction treatment coverage with no limits. Prior to that only 1/3 of policies covered addiction treatment and then with benefit limits.
I'm not sure you know what you are talking about. This is not a cash cow for insurance companies that you think it is. It is a cash cow for treatment centers, that is why so many have suddenly appeared.

The insurance companies could have rejected the coverage plan but they saw a way for them to make money off of it. Then the scammers with the treatment centers got into the game and now they're ripping off the crooks at the insurance companies. In the meantime people continue to use drugs because they know that someone will take care of them. So everyone is using everyone else for their own purposes.
