Oatmeal cannot ever be gluten free because it is a grain and grains are where gluten is found.
There's varying opinions on this, but it seems that oats themselves don't contain gluten, but are often raised next to wheat, so without careful steps taken are often cross contaminated.
And also without careful steps taken they can be cross contaminated while being processed.
