I didn't watch any of it prior to the 2005 series so I'm not really sure what kind of death and destruction they have on their resume before, but they're pretty evil. I don't remember if I ever saw them actually destroy an entire planet, and because of how the Time War was fought, it sounds like any of the shit they did just got reversed before it could take effect, which would cancel it out.
Pre-2005, they weren't big on actually destroying planets. Their typical MO was to weaken the population with bacteriological weapons, then enslave the remainder and mine the planet's resources. They were the only extraterrestrials who successfully conquered Earth. Twice - the second time via some timey-wimey Terminator shenanigans. Generally, they were depicted as the space Nazis they were intended to be.
At the age of five, Skagra decided emphatically that God did not exist. This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair. Only Skagra responded to it by thinking, 'Wait a second. That means there's a situation vacant.'
