I sent the engineering officers of a ship that gave aide to UK owned islands in the hurricane zone, its still there.
When Hurricane Andrew hit Florida in 1992, my Air Force fire station had a six-man SAR/recovery team on-site within 36 hours. I suspect Bush the Elder actually cared about those Americans.
