I would support rigid limit on magazine capacity on any firearm as more reasonable than banning self-loading rifle altogether. I know self-loading conversion kits for bolt action rifles have been made, both for the military near the end of WWI, and for commercial purposes. Some of these conversion kits can be applied without professional armorer skill.
The rigid magazine capacity limit should be in the form requiring non-detachable magazines that are integral with the receiver. The baseline position is the rifle should be made so it can only loaded by inserting individual rounds through the receiver into the fixed magazine. As a fall back for legislative purposes, charger clips with 5 or 8 rounds may be allowed that can insert clipped rounds all at once through the receiver into the magazine. The fixed magazine should not be convertible to replaceable magazine without massive effort by professional armorer.
The fixed magazine should then be limited to 5 or at most 10 rounds. I believe this should be applied to both handguns and Long guns.
If a rifle or pistol can only hold 5 rounds and must be reloaded one round at a time, the sort of mass casualty shooting would scarcely be possible. If the shooting enthusiast wishes to test his accuracy during rapid fire, he could still do so up to 5 rounds.
