Limit to bolt action does not limit capacity. Magazine capacity needs to be addressed just as much as (if not more than) semi-auto.
Are you also going to eliminate revolvers, pumps and levers?
With a true charger clip loaded, pull and twist bolt action rifle, the speed with which the magazine can be loaded with a charger clip and speed with which the action can be worked to fire successive rounds is sufficiently close such that magazine capacity doesn’t have too much impact on the number of aimed rounds it can put out per minute.
This becomes different with a self-loading rifle where the fireer doesn’t have to work any action and can fire as fast as he can pull the trigger. So for self-loading rifles, limiting magazine capacity makes a big difference in the effective rate of aimed fire. But For true bolt-action rifles not so much.
