The fate of the children of the kaffir is uncertain. The prophet is said to have listed those who would be in heaven unequivocally as: the prophets, the martyrs, infants, and baby girls who were buried alive*. Unbelieving children may be tested at death and go to hell, or they may go to jannah to serve the believers. The age of account is only a metric for muslim children.

That's the Sunni and Shiite tradition, that is based on the Hadith and the saying of the clergy of each sect.
The Quran doesn't say a thing about kids being punished. But here's the verses I could've collect

( 7 ) And when the souls are paired
( 8 ) And when the girl [who was] buried alive is asked
( 9 ) For what sin she was killed ?
Ancient Arabs used to bury their kids if they turned out to be females at birth; it was shameful in pre-Islamic culture.
So these are the daughters of Kuffars. Why aren't they in hell? it looks like God is about to take a piece of her killer instead.
And the direct, explicit verse:

( 61 ) There is not upon the blind [any] constraint nor upon the lame constraint nor upon the ill constraint nor upon yourselves when you eat from your [own] houses or the houses of your fathers or the houses of your mothers or the houses of your brothers or the houses of your sisters or the houses of your father's brothers or the houses of your father's sisters or the houses of your mother's brothers or the houses of your mother's sisters or [from houses] whose keys you possess or [from the house] of your friend. There is no blame upon you whether you eat together or separately. But when you enter houses, give greetings of peace upon each other - a greeting from Allah, blessed and good. Thus does Allah make clear to you the verses [of ordinance] that you may understand.

So if there is no constraint on the sick and the blind; how could there be constraints on the child?
For discipline purposes, maybe. But totally not religious as far as I know.
