I like the answer where someone said whoever is the most quiet. I can relate to that.
I previously lived next door to Pakistani drug dealers who were very quiet and respectful to us. Their house was only raided by police once in the daytime and they never interrupted my sleep.
If I had to choose between this Christian good guy and the atheist who doesn't give a fuck I think id pick the Christian because I imagine he's more sympathetic to complaints and would try and keep the noise down if I asked, and id do the same for him. I think it's good to have a neighbour to chat to or at least wave at from time to time.
The description reads "B an atheist....."
I think that means choice B would be an atheist whatever other all encompassing philosophy they have.

B. an atheist who's a cynical curmudgeon who thinks since he doesn't believe in god, he has no reason to act morally or be nice.
Choice B is describing a nihilist, not an atheist.

Are you ready for the fire? We are firemen. WE ARE FIREMEN! The heat doesn’t bother us. We live in the heat. We train in the heat. It tells us that we’re ready, we’re at home, we’re where we’re supposed to be. Flames don’t intimidate us. What do we do? We control the flame. We control them. We move the flames where we want to. And then we extinguish them.
Impersonation is treason.
