It works (or fails to work) both ways.

Jeff Dahmer was deemed (infamously) sane, and Dan White (quite possibly the most successful political assassin in US history) was found to be less responsible due to feeling a bit punk from eating a Twinkie.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
