Control is maintained because people identify as religious and tick the religion box on the census when they are really not. I would be surprised if half of this amount practiced it correctly, or have even read their holy books.
Once, back when I was a Christian in a young adult group the group was asked how many of you read the Bible every week, month etc. Almost no one raised their hand for at least once a week.
