As a rule of thumb, doesn't it make sense, if you are picking randomly rather than merit-based, to prefer people from the best country in the world rather than the worst? Isn't that just an issue of probability?
If we switched to merit based, then the Haitians who would be a great addition to the US should absolutely make the cut. But that's not how it works. Instead it's random, and random from countries with the amount of child rape/child slavery/violence/poor education/poverty/illness/etc... is bad for the US.

The history of the world has been unkind to people of color. A 15yo gang member isn't a gang member just because he made a bad choice. That's the product of centuries of oppression and injustice. At the same time, not wanting to hire him as your babysitter doesn't make you a racist.
If you want to reverse it, I'm never picking a graduate from some shitty community college in Iowa over a graduate from any of the historical black colleges. It's not a matter of race. It's just probabilities.
