1. Arm everyone and their mother . And pray it works against a modern military . 
2. privatize everything . And pray that works or Charity as a blanket way of solving the problem . 
3. Oh the military is the exception . Because he directly benefits from it .So fuck everyone else .
4. Make everything pay to use directly . And don't think about the complexities of a modern society .
