Yeah, that's the basic gist of the allegory; then again, people in general tend to use each other on some level. Maybe the increased melanin content (accompanied by centuries of oppression that was officially enshrined in law well within living memory) makes it harder for the less-melanated to cultivate an I-Thou relationship with them, which seems to be hard for many modern people (especially Americans) even in the best of times.
