What is basic necessity? Biologically, the bare minimum needed to keep you alive just long enough to produce one set of offsprings that would live to reproductive age suffices. Of course some Americans think having 2 cars, a dog, a washing machine, a microwave and 150 satellite TV channels as unspeakable privation unfit for humans to experience.
Well currently there are many many people going hungry and dieing of starvation as children. So I think starting at at least feeding the entire population would be a start? They can't even make it to reproduction age.
And do they have to give up their 150 channels for that to happen? I don't know. This is what I'm striving to find out.
Also the dog thing is an interesting point.... do we Americans spend enough on our "dogs" and animals, where if we didn't it would allow the survival of many other humans.
