Even if consciousness (or things like it) isn't exclusive to brains, it is at least exclusive to living things (following the evidence). I personally find it silly to suggest that consciousness/experience/awareness is something that just pops up out of nowhere at some point on an evolutionary scale. I think it's far more likely to be gradual.
Anyhow, it's still very much all connected to a living body of some sort; an emergent property of such. It's never been even remotely observed to be otherwise, so there's no reason yet to think it can be.
