Why don't some people understand lack of belief?

We understand it, we just observe sheer dishonesty with the stance. Anything but neutral regarding the question of God's existence.

Just like everyone should be neutral about the question of Merlin's existence? Or fairies? Or leprechauns?

There's undecided, but with varying degrees of acceptance of the question. Neutral suggests that you should attribute it a 50/50 chance of god being in existence.
My intuition about reality, informed as it is by science, leans me to consider that chance as very far from 50/50, but I still allow it the benefit of the doubt.
