Iran isn't really all that interested in hitting Israel. They're more interested in having a position where Israel will decide it's not in their best interest in attacking Iran. After all over the last thirty years Isreal has carried out a number of aggressive acts against Iran while Iran has carried out none.

Plus having a sympathetic Syria is a nice counter-balance in the region against the Gulf states. Iran-Iraq-Syria is strong enough to put the buffer on the al-Sauds and their puppet Emirs.
