I do not think punishment is a good way to motivate people.

It's not punishment. It's cause and effect.

Well, the way I see it, society i.e. the social rules of engagement can work in one of three way: shame, encouragement, and a mix of the two. What a culture decides to use as it's method of controlling behavior is up to the culture and this is often done by group think, however, in smaller communities there is more room for this to change.
