She's not interested in dating you. If she were, she wouldn't tell you that she has to think about it. If you're looking for someone to date, it's time to respect your friend's answer and move on.
She gave you a reason why - "recently returned from a year long service project and is having difficulty adjusting".
Persistently asking a woman who's already expressed disinterest in dating you for a date is not ballsy and sticking up for yourself. It's far ballsy-ier to accept it and move on.
