I've seen a picture of that woman she tweeted about and the first thing that struck me was that she looks like an actor out of planet of the apes. Something about her jawline.

I think using it as an insult is what makes something 'true' (in this case, VJ does resemble a character from planet of the apes) racist. Because it was meant to degrade her by comparing her to an ape, it was deemed racist. Although, if you don't know the person is black, while the insult is still racist, I don't think it makes you a racist person. You need to have intent for it to reflect on you as a person, in my opinion.
