It seems to me the men who think their women need to be protected behind cloth are enforcing a form of control due to the fact that they cannot control their own manly sexual needs; thus, they subject the woman to the discomfort of covering up.
It's basic psychology 101.
Men have sexual hormones, and some men -if not many- choose to have no control. Rape is widespread worldwide -add rumors and gossip to it too-, so this is a solution of the solutions.

If they gave mandatory 10 years imprisonment for rape under a "true" court system, then it'll stop pretty quickly.
My issue is that women will still "want" to dress like that out of respect for their misogynistic God.
Buy why would "men" want to inconvenience themselves like that...
The misogynism runs deep into the fabric of the culture.
Women have the right to wear what they want, including the Hijab or the Bikini suit, she would cease and stop only if there was a disaster to come from her outfit -like a lady wearing Niqab during a security check, or a lady wearing bikini inside a medically isolated room-, as long as she's not causing harm she can do what she wants.
I agree to applying the penalty though.
