Sure, but the question isn’t does he know he’s being an asshole. He may not actually know enough about the law to know he’s breaking it.
He's a master manipulator and he's got advisers around that know things. He's not stupid. So I'm still going to say that he knows he's breaking laws. He's doing the typical narcissist backpedal which is to act like you had no clue what you were doing. He makes his act convincing enough that people are dumb enough to buy it.
Those of us who have dealt with narcissists before, see right through his act.
