The difference it would make..is that if karma could require human compliance in order to be satisfied, and karma is always satisfied...then somebody is doing karma's bidding.....not their own.

I asked about that, too..now didn't I? If the debt must be repaid, and someone has been made to do karmas bidding..are they now responsible for whatever karmic debt karma imposed upon them by using them as a tool to satisfy another's karmic debt?
You've never thought any of this through...have you? You asked, in your OP..for a problem with free will. Well, now you have one. Karma. Fate with necessary satisfaction. It's not -my- problem with free will. It's yours. Work that shit out.
If God would use humans to sort out karma in people who deserve a punishment or rewards then these humans wouldn't acquire any karma for themselves but why God would do this considering that the free will allow people to think and act for themselves?
Obviously God doesn't use humans to deliver a punishment or a reward.
If however someone on his-her FW act in a way that deliver punishment or reward to other people then this someone is fully responsible for his-her actions and new karma is created for themselves beside karma can also be delivered by natural disasters such as earthquakes, floods, tsunami, drought or accidents of any sort or in case of positive karma in a multitude of different ways like winning at lottery or having a good life.
