There are cases of NDE where the brain wasn't functional; A non-functional brain does not hallucinate.
A non-functional brain might not hallucinate, but who is to say the hallucinations didn't occur while the brain was still functional? Unless you have some kind of spectral stopwatch, you can't make that determination.
