The laws of nature are those who establish a balance between the positive and the negative or yin and yang.
That is why the universe exist and will exist in future.
Obviously the FW is bound by the laws of nature.
How else could you pay previous debts otherwise?
These laws are the karma in action that act like a debt collector by forcing you to pay the debt that you incurred in your past so your FW is forced to deal with the karma.
As far as the karma pop up because in the past you took certain decisions with your FW then you can not say that the FW is not free.
