Also absolutely love Counterpoint where Voyager passes through a region of space where telepathy is illegal and Janeway has some romantic attraction to an ex-officer who realises that hunting down telepaths is wrong. The thing that really makes that episode is the use of classical music. Must say that I prefer Tchaikovsky's 4th than anything by Mahler.
There were definitely some gems in Voyager. But there were some bad episodes, too. On the whole, I'd say Voyager was a good series. However, it was a bit of a slog. It marked the beginning of Trek's inevitable decline. Enterprise was just the embodiment of that decline. It really started with Voyager.
TNG and DS9 remain my favorites.
