The Illinois ACLU was certainly aware (I wasn't the only one bringing it up) of pedo priests in the late 80s. A concern then and now was the Catholic church essentially running (evilly as it turns out) their own separate and secret criminal justice system with no oversight at all from the authorities.
The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
