If an individual's brain isn't capable of deciding what's moral, how in the world will they ever recognize a correct moral authority. You just can't get around the necessity of individuals deciding for themselves what is right, though in all cases this is not done in a vacuum. People grow up not just in a village but in a culture. The only question is whether it is more moral to remain in unthinking obedience to the norms of the culture one inherits or to recognize ones responsibility to criticize those norms in the light of current conditions.
