Why don't we start with what this means, put god and his commands before anything else ?

The first 4 commandments from the 10 commandments address loving God. The next 6 address loving your neighbor.
I think the logic is that if you truly love God, then loving your neighbor should logically follow, since loving your neighbor is a large part of loving God. You can't simultaneously love God and hate your neighbor. This is why it is placed first.
