They do say power corrupts completely.
There was a case recently where a abuser abused people directly and openly on TV (Jimmy Saville).
Maybe people simply cannot help but push their power to its very limits, just to see what they can get away with.
Only by speaking up can we retrain people to simply not accept this kind of behavior. It's time to stop asking the victim to speak up ( abusers rely on this reluctance) and take on the responsibility ourselves, when something is so obvious.
