RICO is a federal statute, and the move from local DA to Federal DA will likely take a while. And even then, this would have to be an international case, and in RICO cases, other countries tend to only cooperate when their own nation's laws are broken. Bear in mind that the Vatican is its own sovereign nation and actually had the cover-up of priestly sexual abuse
ENSHRINED IN LAW until fairly recently.

Actually the vatican's onpy claim to nationhood is a treaty signed with Mussolini in 1929. It actually satisfies none of the requirements needed for recognition by the United Nations. Threating the vatican as a country is a polite fiction that can be dealt with at the stroke of a pen.

The Vatican has had Permanent Observer status within the UN since 1964.

And even if you can easily discount the Vatican’s claim to nationhood, it’s surrounded on all sides by Italy, and even then, there’s no guarantee they’d participate in a RICO case against the Pope.
