Ted Cruz sends out letter asking for money disguised as a summons.  And it's legal!

Sadly, this isn't illegal, so long as there's a disclaimer on the inside. You'd think this type of obvious disingenuous crap would be illegal, but it's not. I'm sure they've decided this trick works often enough to be worth the loss of good will to people who see through it.
