Well, he did address people who would be free from prisons, and such people, presumably, would be those for which the thirteenth amendment makes an exception to the ban on slavery. It wouldn't be a novel argument that the prison system in America, because of the way it falls disproportionately upon blacks and leads to a lifetime of sevitude through continual imprisonment, is a form of slavery (specifically excluded from the thirteenth amendment). I've heard that argument before.
