Last year, polygraphs, or lie detector tests, were administered to about two million people in the private sector. The new Federal law generally bans random lie-detector tests administered for retail, banking and private corporations. Not included are those given by Federal, state and local governments; other exceptions apply to companies in the security field or ones dealing with controlled substances. The American Civil Liberties Union has estimated that about 80 percent of the testing will be banned under the law, which it called ''a holiday gift to working people.''
