The simple act itself puts him under suspicion due to the relevant federal code. That's why we have it in the first place..it's a thing that politicians do regardless of their party affiliation. Am I a cynic? Sure. My cynicism is wholly bipartisan, however, lol. You tell me some official is steering a process towards their bank account, I'm going to be hard pressed to imagine that they're doing it out of the goodness of their hearts.
Regardless, can you see why your analogy failed? There is a law against doing what it very much looks like this guy is doing. There is not a law against vets wanting to try out some treatment. Additionally, an official has leverage over process that a vet group simply doesn't. The cases aren't even remotely equivalent...and because of this..what may be true of one, given x...is not necessarily true of the other, given x.
