Fertility rituals exist in many religions worldwide in our species entire history. I certainly don't agree with the superstition behind it, but it isn't unique to Japan.
FYI the commonly believed fish symbol Christian's used was taken from prior polytheistic fertility motifs representing the vagina.

Well, the origin of this festival lies in the local lore that frigid brides can be warmed up with cast iron dildos. More than ordinary prudes the US would be up in arms over this.
Also, I believe to be true to the original tradition, the penis float needs to be carried by naked teen age girls during the festival parade.
