firstly, these poverty stricken nations don't have a police
so every family has a weapon in one form or another--- you have to protect your family and assets somehow

Swords were usually a symbol of some sort of authority, royal blood, or wealth. In some cases, it was death for a member of the peasant caste of a society to carry such.
I would agree everyone had a knife of some sort, but those were all purpose tools. Not everyone had a sword and was trained to it, despite what movies might tell you.
Honey, you are making the sword thing a little too technical.
I meant it as a tool for protection.
In may ancient empires... the Romans, Greeks, Persians, ...etc. would train the young boys to be skilled with the sword--- just so they can protect their community in case of war.
Of course there are some poor peasants who couldn't afford it. But I'm sure they had some other tool to fend off enemies.
Justification further declined as the "sword" is just a metaphor form the penis...and as such was used to mutilate and victimise the lower classes those who could not defend themselves... the concept that the sword was used to "defend the weak" has been shown to be romantic non-sense.
