That's certainly a plausible motivation. Sure, I don't think he attempted it the first time he was in jail, but I can only assume that this time around, there was a Hell of a lot more scrutiny over him and his actions. And, of course, as for how someone in jail who had attempted it a few weeks prior managed to get off suicide watch long enough to complete it, well, the reason that makes the most sense is some prison employee who decided:
(Note that last time, he was sentenced to 18 months in an unlocked jail cell [serving only 13] and serving on work release under terms that are ludicrously lenient [between being allowed to do so after 3.5 months in jail even though it's normally only allowed when the prisoner has 10 months left, sex offenders not being allowed such a thing anyway, and generous enforcement of specified release hours], the NYPD neglecting to enforce sex offender registry rule, and he worked from jail anyway. This does not give one hope for a proper punishment when all this is over.)
At this point, I tend more towards Heinlein's Razor: "Never attribute to malice that which is adequately explained by stupidity, but don’t rule out malice.”
As far as I can see with the evidence available to us so far, this hypothesis makes sense.
