Some think that allowing registered gun owners to have a gun in a public place such as a church will keep a mass shooter from killing more people than they would have. Why should the government prohibit a person from protecting their family in a public place? The problem seems to me to be one of access and the inability to prevent someone from having a gun that we just think may be dangerous. I also think that if the gun control side wants to restrict guns in public places the 2nd amendment needs to be revised.
We do know that prayers do not work so we should move on from that.
All that depends on humans being better at being responsible gun owners than they already are, without providing incentive to do so.
What incentives would stop a person from killing others?
