Correct. A SAO (single action only) semi auto with the magazine full, chamber empty - requires the slide to be drawn back and released (chambering a bullet ) to be ready to fire.
Many adults (women mostly) do not have the hand strength to operate the slide. Thus the gun is not capable of firing.
But don't listen to people who really know guns - listen to the people with emotionally charged and largely fact free stories...
Rampant enotionalism is always better for decision making than logic.
