Flying War Boats, need your help Boru.....

You're really good at finding answers. And again, this isn't trivia, but merely cant remember the title of this movie, other than it was horrible.
This came up because of Trump's stupid ass statement about "shooting down" war boats. You don't shoot them down, you sink them.
But anywho, a few years back, I got stuck on a very horrible 1960s si fi movie. In it, the plot had a captain of an airship, like a blimp, but the bottom of it looked like a 1800s military skooner. In the plot, the captain wants world peace, and has a secret weapon he is threatening the world's governments to give up their weapons of war or else he will use it.
