I understand war as two parties fighting each other. When a reason affects one party; making it "unable to carry on their attack"; then the fight is over. AKA "one part yielded".

Now; if that party is too stubborn to admit that they lost -like Haftar-; it doesn't change the fact that the war ended, unless you consider "bunker clearing" a war.

And what kept Haftar going is European stalling of the Turkish intervention to help the elected, official government of Libya against the war chief Haftar.

As long as the UAE continue sending thousands of tonnes of arms and supplies to Haftar, the war continues.

If you think all that is going on in Libya is ‘bunker clearing’, you’re sadly misinformed.
