No one making these decisions believes that people are going to willingly come out of their homes at the present moment. The economy isn't going to rally by itself. That's why we have to be induced by having the safety net that we pay for pulled out from under us.
They're betting on people being willing to throw granny off a cliff so that they don't default on their mortgage. They know that they've created such appalling conditions for these laborers that it seems to be their only credible option.
