There's more syndicates than one (since were discussing my idealism here). They are plenty welcome in other ones. Think of it like this: you've been exiled from one city... but every other city is still open to you. That's a far cry from being barred from 'the rest of us'. And if they are interested enough: even the city(ies) they were ousted from is(are) not barred to them... all they must do is win their lost respect back.
Which my idea of that is in the form of a 'visa' that allows them entrance under mild/moderate/strict monitoring (not restricting, mind). While they aren't a resident: they are an outsider. If they attack the residents as such they can be met with deadly force.
