If you have a house, are you not master of all inside it? Say you shared a house with 3 people, none of you owning it... do not you own some say in who comes and goes and what is done in the house?
Each syndicate would be such a thing, all with their own rules (if any), all of them different. So yes, if residents of a house (or community) on a whole wish someone to leave: they leave. They might be able to come back in future, they may have to change their behavior... but it's not up to them if they get to come back (and especially stay): that's the decision of others. This system truly is foul, isn't it?
