They understood the moral ambiguity inherent in the premise. For much of the movie, Harry’s methods do little to no good, and when he uses some “enhanced interrogation techniques” on Scorpio, the only thing that comes out of it is Scorpio getting any charges against him dropped because of police brutality. And, in the end, he figures out that his methods are fundamentally incompatible with what his job is supposed to be.
Unfortunately, because I strongly suspect that people really want excuses to be bastards, the public missed the damn point and kept him on the force for 4 More Fucking Sequels, and created an entire subgenre of police procedural.
Yea, everyone loves a tough guy for sure. But in one of the sequalls he takes down corrupt cops. My favorite of was Sudden Impact.
Unfortunately in reality, none of any superman/ superhero bullshit works.
