Who are the "they" who require you to surrender found money? Any time there's a nickel on the ground do you have to surrender it to the police? Or is there a dollar amount attached to this "requirement"?

Driving away from your money seems like abandonment to me since you went to the ATM and pushed all the appropriate buttons to get money. The entire purpose of being at the ATM was to get money. But instead of taking the money you left.
