Every sunrise that passes, and this isn't addressed and ultimately stopped, under a felony charge and fines, at least 100 times the price of a single pup these people might gain for selling a pug puppy (hit 'em where it hurts; their wallets), then it remains a failure of our collective judicial and political systems.
