Haven't really followed the thread, other than skimming the OP.
On a Joe Rogan podcast, with a former SEAL dude, who knew his stuff as an instructor, simply laid the case the proper amount of training (10% - 20% depending on locale) as part and parcel of of the mandatory work time, even after police academy, if I remember correctly. Joe said something Along the lines of needing that more cops for that time in the mandatory training supplanting those in "maintainance" training, but this really buff dude knew his shit, the police force would become MORE competent, become cheaper to maintain, and ultimately need LESS cops, because instead of a bunch incompetent scared gun nuts with an axe to grind, you'd have a very professional & community centered police officers in the field.
