Yes, he condemned the crime and told Muslims that "our enemies want Muslims to do such crimes" in order to justify their oppression.
In America and the west, nobody has the right to murder anyone over merely getting offended, it doesn't matter what the topic is.
If my late mother were still alive, and someone came up to her and said, "You are a fucking bitch, and you like swallowing pig piss" to her face, yea, that would piss me off, but if I kill that person, I am going to prison.
Any atheist reading this now, has a story, or many, where we are called evil, where we get accused of loving Stalin and Hitler, we get told we are going to burn in hell. So if it were legal for us to murder people for offending us, there would be a ton of dead theists.
Civility in the west isn't based on submission to anyone, but common law. We don't have to like what others say, but nobody has dominance over the other, and nobody has the right to murder someone merely because they got offended.
